Title: Authorizing an Intercity Bus Permit System

Vote to pass a bill that authorizes cities with populations of at least 1 million people establish a permit system for intercity passenger bus services.

Highlights:

  • Authorizes cities with populations of 1 million people or more to pass laws or ordinances that do the following (Sec. 1):
    • Establish a permit system for the loading or unloading of passengers on city streets by intercity passenger bus services;
    • Specify a city agency to issue permits and designate locations for the loading and unloading of passengers;
    • Charge an annual permit fee of up to $275 per vehicle; and
    • Issue fines of up to $1,000 for a first permit violation, or up to $2,500 for subsequent violations.
  • Exempts the following methods of transportation from the permit requirements of the bill (Sec. 1):
    • Any non-transportation commercial or not-for-profit enterprise in which the transportation is not open to the public;
    • Buses going to and from school-related activities;
    • Buses driven on an occasional or casual basis by persons not engaged in transportation as a regular occupation or business;
    • Ambulances under the jurisdiction of the of the New York Department of Health;
    • Carriers operating under a contact with an employer to provide transportation exclusively for its employees; and
    • Buses operated wholly within a city's boundaries.
