Vote to pass a bill that reduces appropriations for public institutions including state universities and community colleges.

Highlights:

• Reduces the appropriations for the Department of Education by approximately $63.9 million from the amount of basic state aid that otherwise would be apportioned to school districts state wide for the fiscal year 2011-2012 (Sec. 28).

• Increases the amount of additional assistance given to charter schools by the following amounts (Sec. 1):
• For grade levels pre-k to 8th, the amount given per student is increased from $1,608 to $1,622; and
• For grade levels 9th-12th, the amount given per student is increased from $1,874 to $1,890.

• Repeals the study of special education programs to determine cost of providing special education programs to qualifying students (Sec. 2).

• Establishes that the Department of Education shall implement an education learning and accountability system to collect, compile, maintain and report data of students attending a public school or post-secondary education, as follows (Sec. 5):
• Demographics, grade level, and student and teacher assessments.

• Requires the data collected by the education learning and accountability system to be accessible through commonly used web browsers to carry out the data collection, compilation, and reporting duties (Sec. 5).
