Title: Overhaul Flood and Levee Board

Vote to pass a bill that changes the Reclamation Board into the Central Valley Flood Control Board, a state agency separate from the Department of Water Resources. The bill requires seven members of the board be appointed by the Governor, subject to Senate confirmation, one member be appointed by the Senate Rules Committee and one by the Speaker of the Assembly. The bill also specifies that the Governor must appoint to the Board an engineer, a hydrogeologist, a flood control expert and an attorney with water experience. The Board must report to the Governor and Legislature concerning the State’s flood control system by December 31, 2006.
