Title: Limits Number and Compensation of Municipal Employees

Vote to pass a bill that limits the number and compensation of municipal employees.

Highlights:

  • Limits the total number of municipal employees for a city to no more than the number of filled positions existing at the beginning of the 2011-2012 fiscal year (Sec. 1).
  • Limits the total number of municipal employees beginning in fiscal year 2013-2014 to no more than 0.4 percent of the city's population (Sec. 1).
  • Defines "city" as a city with a population of more than 500,000 people (Sec. 1).
  • Defines "municipal employee" as a person who is employed by the city or its departments (Sec. 1). 
  • Limits the total amount of annual compensation and benefits paid by the city to municipal employees to no more than 110 percent of the total amount of average compensation and benefits paid per employee to private sector employees in that city (Sec. 1).
  • Exempts sworn police officers and firefighters from the limitations specified in this act (Sec. 1).
  • Exempts existing vested contractual and intergovernmental agreements that have been entered into before the effective date of this act from the provisions of this act until they expire, at which point they must comply with the provisions of this act prior to being renegotiated (Sec. 2).
