Highlights:

• Specifies that adoptive preference is given to a married man and woman (Sec. 1).

• Establishes the following criteria to best determine the adoptive child's needs (Sec. 1):
• Marital status and the length and stability of the marital relationship;
• Family relationships between the child and adoptive family members;
• The wishes of the child's birth parents unless parental rights have been terminated;
• The family's ability to financially provide for the child and to meet emotional, mental, and physical needs;
• The placement of the child's siblings; and
• Availability of relatives, former foster parents, or other significant persons to provide support to the adoptive family and child.
