Vote to concur with House amendments and pass a bill that increases fines for violations of worker's compensation laws and authorizes the Worker's Compensation Director or an administrative law judge to apportion those fines.

Highlights:
-Increases fines for violations of worker's compensation laws, from no more than $500 per day for each offense to no more than $1,000 per day for each offense (Sec. 1). -Authorizes the Worker's Compensation Director or an administrative law judge to apportion the fine between the aggrieved party and the worker's compensation cash fund, whereas existing law specifies that 75 percent should go to the aggrieved party and 25 percent to the subsequent injury fund (Sec. 1). -Prohibits less than 50 percent of the fine from being awarded to the aggrieved party (Sec. 1). -Exempts insurers and self-insured employers who delay payment of medical benefits for more than 30 days from paying a penalty if the delay resulted from "excusable neglect" (Sec. 2).
