Vote to repass a bill, after having concurred with House amendments thereto, that establishes a Public School Labor Relations Board with the power to issue binding decisions after hearing disputes between local school boards and school employees.

Highlights:

-Establishes a Public School Labor Relations Board to consist of the following members, all of whom are appointed by the Governor and confirmed by the Senate for 5 year terms (Sec. 1):

    -One member to represent the public; -Two members chosen from candidate lists submitted by public school employee unions; and -Two members chosen from candidate lists submitted by the Maryland Association of Boards of Education and the State Superintendents Association of Maryland.
-Authorizes the Public School Labor Relations Board to elect a chairman from its members, conduct hearings and investigations, including issue subpoenas, as well as make binding decisions regarding negotiation and labor disputes between local school boards and public school employees (Sec. 1). -Requires decisions of the Public School Labor Relations Board to balance the needs of the school system with the needs of school employees (Sec. 1). -Specifies that the bill would take effect on July 1, 2010, and expire on June 30, 2015 (Sec. 6).
