Vote Smart's Synopsis:

Vote to adopt an amendment to Amdt 119 to H 4600 that prohibits the provisions of Amdt 119, as specified in the highlights below, from coming into effect until the Executive Office of the Health and Human Services Department has studied the impact of the amendment on the state's economy and revenue costs to the state.

Highlights:

-Prohibits the following provisions established by Amdt 119 from being implemented until the Health and Human Services Department study has been conducted (Secs. 1-4):

-Requiring state government agencies to verify the legal presence of all adults who apply for state or federal public benefits beginning January 1, 2011 via one of the following :
-State driver license or identification card; -Military ID or military dependent's ID; -Native American tribal document; or -Notarized affidavit stating that he or she is a U.S. citizen or is otherwise lawfully present through the Federal Systematic Alien Verification Entitlement Program.
-Exempting the following the following from the legal presence verification requirement:
-Any purpose for which lawful presence is not legally required; -Emergency health care; -Non-cash emergency disaster relief; -Testing and treatment for communicable diseases; and -Services which protect safety or aid in parental care via in-kind assistance at the community level, including, but not limited to, short-term shelters and soup kitchens; and
-Establishing the following penalties for making fictitious or fraudulent statements in an affidavit used for verification:
-A fine of not less than $1,000 and not more than $5,000; -A prison sentence of not less than 6 months and not more than 1 year; or -Both a fine and imprisonment.

-Distributional analysis of showing the impact on taxpayers of varying income levels; -Current practice of other states; and -Any anticipated change in employment and ancillary economic activity.
