Title: Repealing Public Funding of Statewide Political Campaigns

Vote to pass a concurrent resolution that submits a constitutional amendment to the voters that prohibits the use of taxpayer money to finance any political candidate or campaign for statewide office or office of a member of the legislature.

  • Defines "statewide office" as Governor, Secretary of State, State Treasurer, Attorney General, Superintendent of Public Instruction, Corporation Commissioner, Mine Inspector, or any non-federal office elected by a vote of the qualified electors of this state as a whole (Sec. 1).
  • Defines "taxpayer money" as one of the following (Sec. 1):
    • Any tax, fee, assessment, surcharge, forfeiture, penalty, fine, other revenue, or monies collected by this state, a political subdivision department, agency, or instrumentality of this state, a city, or town; and
    • Any contribution, donation, or expenditure that is eligible for a state tax reduction, deduction, exemption, exclusion, credit, donation, checkoff, or other tax feature.

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES MAJORITY APPROVAL IN EACH CHAMBER FOR PASSAGE. AN AMENDMENT MAY ALSO BE PROPOSED BY INITIATIVE PETITION. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
