Vote to pass a bill that establishes procedures regarding U.S. Senate succession and vacancies and a 2010 special election.

Highlights:

-Specifies the process for the appointment and election of a successor to a vacancy in the office of United State Senator with a special election to fill the unexpired term scheduled in conjunction with the general election of November 2, 2010 (Art. 10). -Requires a special primary election to be held for the nomination of party candidates for the November election unless there is only one candidate from a party who files a certificate of announcement, in which case that person will be the nominee (Art. 10). - Requires the Governor to appoint a person to fill the vacancy in the office of United States Senator until a successor is duly elected and qualified to secure the seat (Art. 10). -Requires the Governor to issue a proclamation calling for a special election, which is to be published prior to the election as a Class II-0 legal advertisement (Art. 10). -Amends statutory time deadlines related to election procedures for the 2010 special election, as follows (Art. 10):

-The special primary election is scheduled for August 28, 2010; -Absentee ballots with the exception of military and overseas ballots will be mailed no later than 15 days prior to the special primary election and the general election; military and overseas ballots will be mailed no later than 30 days prior to the special primary election and the general election; -A notarized declaration of candidacy and filing fee must be filed and received in hand by the Secretary of the State by 5 p.m. on the fourth business day following the proclamation of the special primary election; -The early voting period is set to begin 8 calendar days before the special primary election; and -The canvas will be completed and results will be declared no later than 4 p.m. of the third business day following the special primary election.
