Title: Partial Refund of Sales Tax Imposed on the Sale of School Buses with Seat Belts

Vote to pass a bill that establishes a refund of the sales tax on school buses equipped with seat safety belts.

Highlights:

-Requires the Department of Motor Vehicles to administer a program to provide funding to offset a portion of sales tax on the purchase of school buses equipped with 3-point lap/shoulder seat safety belts (Sec. 1). -Authorizes local or regional school districts to submit an application for an agreement with private carriers to provide at least 1 but not more than 50 seat belt equipped school buses between July 1, 2011 and December 31, 2017 (Sec. 1). -Requires the agreement to include a request by such carrier for funds in an amount equal to 50 percent of the sales tax paid by the carrier (Sec. 1). -Prohibits the local or regional school district, carrier, or operator of a school bus from being liable for damages or injury resulting solely from a student's misuse or failure to use a seat belt installed on a school bus (Sec. 1). -Specifies that the restoration fee of suspended or revoked motor vehicle licenses and registrations will be $175, with $50 of that fee deposited into a separate nonlapsing school bus seat belt account (Sec. 2).
