Vote to pass a bill that requires the Department of Health and Hospitals to establish a drug testing program for 20 percent of adult recipients participating in the Family Independence Temporary Assistance Program (FITAP), whereas existing law required a drug testing program for "certain adults" in the Temporary Assistance for Needy Families Block Grant Program.

Highlights:
-Requires all participants of the FITAP program to sign a written consent form which informs participants that they must consent to random drug testing as determined by the Department of Social Services in order to receive or to continue to receive cash assistance benefits (Sec. 1). -Relies on an existing requirement that participants complete an education and rehabilitation program if the drug test is positive in order to continue receiving cash benefits (Sec. 1). -Requires the Secretary of the Department of Social Services to enter into an agreement with a private contractor to conduct the drug testing (Sec. 1).
