Title: Abortion Law Amendments

Vote to pass a bill that amends laws concerning abortions.

Highlights:

-Prohibits any abortion performed on a woman without her voluntary and informed consent, except in the case of medical emergency (Sec. A). -Specifies that consent to an abortion is voluntary and informed and is given freely and without coercion, if and only if, at least 24 hours prior to the abortion the woman is informed of or provided with the following by a physician (Sec. A):

    -Who will perform the abortion; -What the abortion method provided will be; -What the medical risks are; -What the alternatives to abortion are; -That the physician is available to answer any questions; -The location of a hospital that offers obstetrical care; -What the gestational age of the unborn child is; -The anatomical and physiological characteristics of the unborn child, including color photographs or images of the developing unborn child; and -An active ultrasound of the unborn child.
-Requires, prior to an abortion being performed on an unborn child of 22 weeks gestational age or older, information on the probability of the abortion causing pain to the unborn child being presented to the woman (Sec. A). - Requires physicians performing or inducing an abortion or qualified professional to present in person, print materials discussing the rights and responsibilities of the father of the unborn child (Sec. A). - Defines "qualified professional" as a physician, physician assistant, registered nurse, licensed practical nurse, psychologist, licensed professional counselor, or licensed social worker acting under the supervision of the physician performing or inducing the abortion, and acting within their prescribed authority provided by law (Sec. A). -Prohibits any health insurance exchange administered by the federal government to offer coverage for elective abortions (Sec. A). -This is a substitute bill sponsored by Sen. Rob Mayer.
