Vote to pass a bill that allows an adoptee to view a non-certified copy of his or her original birth certificate unless a birth parent specifically requests to remain anonymous.

Highlights:
-Establishes an OBC-Access Public Information Campaign Oversight Committee to provide the public with information about the changing policy regarding the ability of an adult adoptee to view his or her original birth certificate (Sec. 5). -Specifies that a birth parent may revoke a Denial of Information Exchange by filing a Birth Parent Preference Form (Sec. 5). -Defines a "Birth Parent Preference Form" as a form filed by the birth parent with the Illinois Adoption Registry and Medical Information Exchange that states their preference regarding contact and the release of their identifying information on the birth certificate (Sec. 5). -Specifies that a denial filed before January 1, 2011 will expire upon the death of the birth parent, releasing the identifying birth certificate to the adoptee (Sec. 5). -Specifies that a copy of the birth certificate will only be released to an adult adoptee, or the surviving spouse or children of the adoptee, if the adoptee was born in Illinois (Sec. 5).
