Vote to pass a bill that establishes the right of every individual in the state to choose or decline to choose any mode of securing health care services without penalty or threat of penalty, and authorizes the Governor, Speaker of the House of Representatives, and the President of the Senate to direct counsel, other than the Attorney General, to initiate legal proceedings on behalf of the state to enforce such policy.
