Title: Extending State Employee Salary Freeze

Vote to concur with House amendments and pass a bill that amends the repeal date of the pay freeze for nonunion state employees from February 19, 2010 to June 30, 2011.

Highlights:

-Exempts employees involved in collective bargaining agreements (academic personnel, public employees, marine employees, and employees of 4 year institutions of higher education) or in cases in which qualified employee retention is an issue and the following criteria have been met (Secs. 1-2 & 4-5):

    -Salary increases must be paid using existing financial resources; and -Salary increases cannot be paid using funds appropriated for client services.
-This is a substitute bill sponsored by the Senate Committee Ways and Means. -This bill was sponsored by Sen. Rodney Tom and Sen. Margarita Prentice by request of the Governor.
