Vote to pass a bill that appropriates funds for the Department of State Police for fiscal year 2009-2010.

Highlights:

-Appropriates $194.98 million for post uniform services, including, but not limited to, the following allocations (Sec. 110):

-$143.8 million for at-post troopers; -$46.36 million for uniform services; -$2.7 million for at-post trooper restoration; and -$1.81 million for reimbursed services.

-Appropriates $62 million for emergency management to be allocated as follows (Sec. 109):

-$51.08 million for the Hazardous Materials Program; -$4.98 million for emergency management planning and administration; -$2.48 million for grants to local government; -$1.94 million for Federal Emergency Management Agency assistance; and -$1.53 million for nuclear power plant emergency planning.

-Appropriates $48.08 million for special investigations, including, but not limited to, the following allocations (Sec. 112):

-$30.69 million for criminal investigations; -$6.65 million for federal anti-drug initiatives; -$4.56 million for casino gaming oversight; -$2.67 million for reimbursed services, materials, and equipment; -$1.79 million for auto theft prevention; and -$1.66 million for fire investigation.

-Appropriates $37.72 million for forensic sciences, including, but not limited to, the following allocations (Sec. 107):

-$29.75 million for laboratory operations; and -$7.97 million for the DNA Analysis Program.

-Appropriates $33.38 million for information technology to be allocated as follows (Sec. 114):

-$20.63 million for information technology services and projects; and -$12.76 million for the Michigan Public Safety Communications System.

-Appropriates $29.03 million for traffic safety to be allocated as follows (Sec. 113):

-$10.57 million for motor carrier enforcement; -$8.28 million for safety inspection; -$5.23 million for traffic services; -$2.17 million for safety projects; -$1.43 million for school bus inspections; and -$1.35 million for truck safety enforcement team operations.

-Appropriates $29 million for department-wide appropriations, including, but not limited to, the following allocations (Sec. 103):

-$14.06 million for fleet leasing; -$9.63 million for rent and building occupancy charges; -$3.15 million for worker's compensation; and -$1 million for competitive in-service training.

-Appropriates $27.84 million for highway safety planning to be allocated as follows (Sec. 105):

-$13.03 million for the Secondary Road Patrol Program; -$10.57 million for federal highway traffic safety coordination; -$3.01 million for the Truck Safety Program; and -$1.24 million for state program planning and administration.

-Appropriates $20.82 million for support services to be allocated as follows (Sec. 104):

-$11.85 million for management services; -$6.71 million for training administration; and -$2.27 million for budget and financial services.

-Appropriates $14.87 million for the Criminal Justice Information Center to be allocated as follows (Sec. 106):

-$10.75 million for the Criminal Justice Information Center Division; -$2.24 million for criminal records improvement; and -$1.88 million for traffic safety.

-Appropriates $12.71 million for executive direction, including, but not limited to, the following allocations (Sec. 102):

-$8.02 million for the auto theft prevention program; -$2.32 million for executive direction; and -$2.11 million for special operations and events.

-Appropriates $9.83 million for the Michigan Commission on Law Enforcement Standards, including, but not limited to, the following allocations (Sec. 108):

-$6.95 million for justice training grants; and -$1.73 million for standards and training.

-Appropriates $7.74 for state-wide field operations to be allocated as follows (Sec. 111):

-$6.26 million for operational support; and -$1.48 million for the Aviation Program.

-Specifies that the above appropriations includes funding for 2,829.5 full-time equated classified positions and 3 full-time equated unclassified positions (Sec. 101). -Authorizes the Department of State Police to enter into an agreement with Calhoun County to build a new facility in Marshall, serving as a new state police post and replacing the current post in Battle Creek (Sec. 221). -Establishes a hiring freeze on the state classified civil service, with exceptions being granted by the State Budget Director, provided that Director believes that the freeze will result in any of the following (Sec. 205):

-Department or agency inability to deliver basic services; -Loss of revenue; -Loss of federal funding; or -Necessary additional expenditures that exceed any savings from maintaining a vacancy.

-Limits out-of-state travel for fiscal year 2009-2010 to situations in which 1 or more of the following conditions apply (Sec. 223):

-Travel is required by legal mandate or court order; -Travel is for law enforcement purposes; -Travel is necessary to protect the health or safety of Michigan citizens or visitors; -Travel is necessary to produce budgetary savings or increase state revenue, including securing additional federal funds; -Travel is necessary to comply with federal requirements; -Travel is necessary to secure specialized training for staff that is not available within the state; -Travel is financed entirely by federal or nonstate funds; or -If none of the above conditions apply, the State Budget Director has granted an exception.

-Prohibits the use of appropriated funds to purchase foreign goods or services if competitively priced American goods and services of comparable quality are available, with preference being given to goods and services that are manufactured or provided by Michigan businesses (Sec. 209). -Requires the Department of State Police to maintain a continuously-operated, toll-free hot-line in collaboration with the Department of Education to provide students, school officials, and other individuals the opportunity to report specific threats of imminent school violence or other criminal juvenile conduct (Sec. 217). -This is a substitute bill sponsored by Rep. Richard LeBlanc.
