Luke Messer is a champion of education reform. When he served as a State Representative, Luke passed legislation to reform the high school drop-out requirements, which has resulted in a significant increase in Indiana's graduation rate. As President of School Choice Indiana, Luke spearheaded an effort that expanded educational options for thousands of Hoosier children.

In his first term in Congress, Luke founded the Congressional School Choice Caucus with the goal of expanding quality educational opportunities for all children. He supports streamlining federal grant dollars to states to minimize bureaucracy and provide local education leaders greater freedom to maximize dollars to the classroom.
