Gov. Minner, CIO Jarrett Recognized As Government Technology "Doers"
Dover - Government Technology magazine has put both Governor Ruth Ann Minner and state government Chief Information Officer Tom Jarrett on its list of "Top 25 Doers, Dreamers and Drivers" for 2004.
In the cover story of its March 2005 issue out this week, the magazine recognizes Gov. Minner for overhauling Delaware state government's information technology function, replacing the state Office of Information Services with a Department of Technology and Information that is outside the state employee merit system.
Regarding technology projects, "She knew something had to change in the state, and she made it a priority," the magazine said of Gov. Minner.
The magazine recognizes Jarrett for his efforts to "get a brand-new, Cabinet-level department off the ground and running in two years." It says that, with DTI up and running, the agency "now can focus on entrepreneurial ideas."
"Technology, quite frankly, is one of the things that state government wasn't doing very well when I took office in 2001 and I am proud that our efforts have been recognized in this way," Gov. Minner said of Delaware's double-showing on the magazine list. "The effective use of technology in state government affects the way every one of our agencies serve the public, and if we didn't do it well, the citizens would certainly notice. This is one more area where Delaware is considered a model for other states."
