Congressman Donald M. Payne, Jr. (NJ-10) held a press conference today with House Democratic Whip Steny H. Hoyer (MD-5) and other House Democrats to discuss House Democrats' commitment to job creation heading into the August district work period. At the press conference, Payne highlighted his Growing Responsible Energy Efficiency Neighborhoods (GREEN) Jobs Act, legislation he introduced earlier this week and that is part of the the Make It In America jobs plan, which focuses on creating the best conditions for American businesses to manufacture their products, innovate, and create jobs here in the United States.

Congressman Payne, Jr. gave the following remarks:

"While millions of Americans are still out of work, my Republican colleagues are wasting time and money to repeal the Affordable Care Act for the 40th time. This is not a jobs plan.

"Democrats have a real jobs plan. And I am proud to announce today I have introduced the GREEN Jobs Act as part of Democrats' "Make It In America" initiative.

"This legislation will expand access to capital for green small businesses to create good-paying jobs in low-income communities, where people continue to struggle the most.

"In my home state of New Jersey, the unemployment rate is much too high at 8.7 percent, well above the national average of 7.6 percent.

"To turn the tide, we have to continue to out-innovate the rest of the world, but to do that, we have to create jobs for American workers that keep up with emerging industries. My bill does just that.

"I look forward to working with my colleagues to pass the GREEN Jobs Act -- to create jobs where they are needed most, increase energy efficiency, and help America's workers compete in the 21st Century."
