Rep. Phil Roe, M.D. (R-TN) voted in support of H.R. 1960, the National Defense Authorization Act (NDAA). This legislation will fund important national defense programs while decreasing net direct spending by $26 million in 2014. The bill also includes protections for Americans' habeas corpus rights, reaffirming that U.S. citizens, unless captured in the field of battle fighting against U.S. forces, have the Constitutional right of habeas corpus. This bill also includes safeguards for soldiers that report military sexual assaults.

Roe released the following statement on the legislation:

"I am proud to support the National Defense Authorization Act. I have voted against this legislation in the past because of my strong interest in protecting American citizens' civil liberties, but with passage of an amendment introduced by my colleague, Rep. Goodlatte (R-VA), these rights should now be protected.

"This important legislation will ensure our military has the resources needed to protect our nation, and also includes a provision to address the unacceptable rise in military sexual assaults. As I have said before, we should not sacrifice our personal liberties under the guise of national security, and I believe this bill has strong language to protect the rights our military has worked so tirelessly and courageously to protect."
