Governor Jindal Signs Juvenile Justice Reform Legislation

Today, Governor Bobby Jindal signed legislation that will allow for the proactive treatment of youth--termed "crossover youth"--who are involved in both the child welfare and juvenile justice systems. The bill is part of the Governor's 2013 Legislative Package.

SB 107--authored by Senator Rick Ward--will enhance treatment of at-risk in Louisiana by creating a structural outline for a transition to an integrated case management system for "crossover youth."

Governor Jindal said, "Our children are our most valuable resource, and we should be doing everything in our power to provide them with the care and attention they need to grow up and have a positive impact on society. By improving treatment methods and building on previous reforms, we can ensure that we're providing our kids with the tools they need to be successful both now and in the future."

An integrated case management system will build on the Coordinated System of Care (CSOC) created in 2011 for youth with severe mental illness by completing the continuum of care for non-secure, secure and child welfare populations.

The new system for at-risk youth will improve outcomes, reduce costs and focus on proactive instead of reactive intervention.
