Dear Mr. Secretary:

I am writing to express my serious concern regarding the safety and health of Timothy Tracy, a U.S. citizen who has been unjustly being held in Venezuela since April 2013. According to his relatives, Mr. Tracy is a filmmaker who had been in Venezuela, exercising his right of freedom of speech, to make a documentary.

According to reports, Mr. Tracy was transferred last week to El Rodel II prison because his former prison facility had a bacterial outbreak. According to the Department of State's 2012 Venezuela Country Report on Human Rights, "the principal human rights abuses reported during the year included corruption, inefficiency, and politicization in the judicial system; government actions to impede freedom of expression; and harsh and life-threatening prison conditions." He will be sharing this facility with the worst criminals in Venezuela and a prison that has witnessed riots and killings of several inmates in the past.

It is unacceptable that the illegitimate regime in Venezuela continues to violate human rights against the Venezuelan people and is now taking a U.S. citizen hostage. I urge the Department of State to take all appropriate measures to secure the immediate and unconditional release of Mr. Tracy and ensure his safe return to the United States. Further, I once again ask that the State Department and any branch of the Obama administration not recognize the illegitimate government of Venezuela.
