Congresswoman Shelley Moore Capito (WV-02) released the following statement after voting for the Working Families Flexibility Act of 2013, H.R. 1406. The House-passed legislation would modernize an outdated federal mandate, giving families more freedom and flexibility. This bill also adds additional safeguards for workers to ensure the use of comp time is truly voluntary.
"For nearly 30 years, public-sector workers have been able to receive "comp time' for working overtime hours. However, due to an outdated federal mandate, private-sector employees have been prohibited from enjoying the same flexibility. As a working mom and someone who has balanced the struggles of work demands and the desire to be with my family, I strongly support the Working Families Flexibility Act.
"By allowing employees the choice of paid time off, in lieu of cash wages for overtime, the House is offering a commonsense solution for individuals who are balancing work and family responsibilities. The key to this legislation is flexibility, and providing employees with the freedom to manage their time. I strongly believe that hardworking families deserve that flexibility."
