U.S. Senators John McCain (R-AZ) and Tom Coburn (R-OK) today sent a letter to Secretary of Defense Chuck Hagel requesting information on the Department of Defense's (DOD) plan to improve efficiency and mitigate the problems identified by the Government Accountability Office's (GAO) final "duplication" report, entitled, "2013 Annual Report: Actions Needed to Reduce Fragmentation, Overlap, and Duplication and Achieve Other Financial Benefits" (GAO-13-279SP) that was released earlier this month.

Dear Secretary Hagel:

Earlier this month, the Government Accountability Office (GAO) released its final "duplication" report, entitled, "2013 Annual Report: Actions Needed to Reduce Fragmentation, Overlap, and Duplication and Achieve Other Financial Benefits" (GAO-13-279SP). The report includes a follow-up to its February 2012 report, "Opportunities to Reduce Duplication, Overlap and Fragmentation, Achieve Savings, and Enhance Revenue" (GAO-12-342SP). In response to last year's report, we sent a letter to the Department of Defense requesting information regarding the Department's actions to implement the GAO recommendations.

We write today to determine the extent to which the Department has addressed the areas of concern identified in last year's report and to seek your appraisal of the new problems identified in GAO's 2013 report. For your reference, we have included a copy of the original March 19, 2012 request for information letter as well as the May 25, 2012 response provided by Under Secretary of Defense (Comptroller) Robert Hale.

Declining defense dollars in the future will exacerbate the Department of Defense's ability to gain the full value of its investment dollars. We look forward to understanding the steps the Department has taken -- and will continue to take -- to improve efficiency and mitigate the problems identified by GAO. We request your written response by May 10, 2013.
