Congressman J. Randy Forbes (VA-04), Chairman of the House Armed Services Seapower and Projection Forces Subcommittee, announced today that he and the Subcommittee's Ranking Member, Congressman Mike McIntyre (NC-7) have sent a letter to Secretary of Defense Chuck Hagel regarding the release of the Navy's required ship construction plan:

"The Navy Department's statutorily-required Annual Naval Vessel Construction Plan is an essential tool in understanding the Navy's future force posture and determining whether our Combatant Commanders will receive the resources they need to protect U.S. interests. Given the accelerated consideration of this year's defense budget, Congressman McIntyre and I urge Secretary Hagel to release the Plan prior to the Seapower Subcommittee's April 24 hearing where we plan to discuss the Navy FY14 budget submission."

Dear Mr. Secretary:

We write today regarding the "Annual Naval Vessel Construction Plan" for the construction, delivery, and decommission of naval vessels. Consistent with Section 231 of Title 10, United States Code, and concurrent with the president's budget request, this letter is due to Congress each year so that we can properly and thoroughly review the Navy's budget proposal. This document is central to our ability to understand how the Department plans to build its naval force structure to meet combatant commander requirements. Furthermore, the timely delivery of this document is particularly essential considering the accelerated consideration of the National Defense Authorization Act for Fiscal Year 2014.

As the Chairman and Ranking Members of the Seapower and Projection Forces subcommittee, we plan to hold a hearing on April 24, 2013 that will address the major budget issues in our jurisdiction, including those related to the Department of the Navy. Having this report prior to the hearing would allow for a more deliberate oversight process and, in general, a more rich public discussion of the critical long-term decisions proposed in the president's budget request.

We respectfully urge your support to make this document available to the subcommittee prior to the April 24 hearing. Thank you for your continued service to the Department of the Navy and we look forward to working with you to resolve this issue.
