Issue Position: Do you support using student progress as a measure for evaluating performance of teachers in public schools? If so, do you support paying top-performing teachers more?

Student progress could be a carefully measured and weighed component in overall teacher evaluation, but not the largest component. Of course I am in favor of incentivizing top-performing teachers with money and other rewards.
