A budget watchdog, Matt bucked his own party's leadership and supported tough legislation to reduce the size of the legislature and cut its budget by 20% to make Harrisburg more fiscally responsible. He supported a measure introduced by a member from across the aisle to bring a bill to cut the size of the legislature to an immediate floor vote. Matt was the first freshman House member to call for the resignations of House leaders in the wake of the Bonusgate scandal, and worked with colleagues on both sides of the aisle to pass a new and robust open records law and a ban on perks like taxpayer funded vehicle leases.
