In order to bring spending under control, one of Joe's top priorities is to root out fraud, waste and abuse of taxpayer dollars. With that goal in mind, Joe teamed with other Republicans to pass tough new welfare reform measures. These reforms include allowing for the random drug testing of welfare applicants who have a history of prior drug felonies and ending the practice of "benefit shopping" where welfare recipients apply for higher benefits in a county other than their permanent residence. Other changes include more stringently monitoring income eligibility of applicants and reforming the Department of Public Welfare special allowance program that has been riddled with fraud. In addition, due to increased scrutiny by the legislature and the leadership of Governor Tom Corbett, more than 100,000 ineligible welfare recipients have been removed from the roles of medical assistance since July 2011.
