We need to find ways to increase prison space (for long-term offenders) and jail space (for shorter-term offenders), along with providing more drug rehabilitation facilities. My suggestion would be to look at building a new jail next to the Federal Detention Facility which is near the Honolulu Airport. The federal high-rise structure was built at minimal cost by using pre-fabricated modules and using State land. Neighboring residents don't object because there aren't any - it's next to the airline cargo and repair facilities. There's no reason the State can't do the same. We could probably house about 1,000 inmates there, enabling us to transform the old OCCC site on Dillingham Blvd. into a rehab/halfway house facility.
