If you're familiar with the visa diversity lottery program, you know that it's nonsensical and a magnet for fraud. This week, House Republicans tried to do away with that program and instead make 55,000 more green cards available to foreign-born graduate and PhD students with degrees in STEM (science, technology, engineering and math) fields who would otherwise take their talents to competing countries. Unfortunately, Democrats killed the bill.
