Throughout John's career of pubic service he had demanded transparency and accountability. During John's 26 years on the Providence City Council he led Providence with a combination of courage, maturity, strength and vision. John helped to create a citywide Ethics Ordinance based upon recommendations of a panel of national governmental ethicists.
