I will propose Legislation to establish a system of Citizen's Grand Jury at the county level of population, in each state, to protect the Citizens from their Government and Courts. The Citizens Grand Jury would be funded by 2.5 % of the county Judiciary's annual budget; matched by a Federal grant of an equal amount. The Citizens Grand Jury would provide its own private investigative and prosecution services. Special judges, from a different state, selected from a Nationwide wide pool of judges, would adjudicate cases involving local government, police and court officials.
