Chairman Dreier, Ranking Member Slaughter, and Members of the Rules Committee:
Thank you for allowing to me to speak in support of the Richardson Amendment to H.R. 6082, the "Congressional Replacement of President Obama's Energy-Restricting and Job-Limiting Offshore Drilling Plan."
The Richardson Amendment simply asks the Secretary of the Interior to consult the California Governor and State Legislature before leasing areas off the coast of California.
Residents of California should have the right to participate in the leasing process that effect waters off their coast. In short, the amendment extends to California the same consideration that the bill's drafters accorded the state of South Carolina.
The bill as drafted requires the Secretary of the Interior to consult with the South Carolina Governor and legislature in determining the areas off the coast of South Carolina to be made available for leasing. My amendment accords the same treatment ot the state of California, which has within its borders more than two-thirds of nation's
Pacific coastline, a far greater percentage than South Camlina has with respect to the Atlantic coastline.
The Richardson Amendment is simple, measured, and fair. I urge the Committee to make it in order.
