Fiscal responsibility is not just about having a balanced budget. A balanced budget is required by our State Constitution. Fiscal responsibility means we spend the people's money wisely and that we live up to our responsibilities. Taxes are simply a way to generate needed revenue to fund necessary government. The key is "necessary" government. Our first priority is to get government out of the things they should not be doing and spending money on. When revenues are down we must prioritize our spending so that we meet our responsibilities. One responsibility is our funding of education. The state Quality Basic Education formula (QBE) is how we fund education. We must be able to give the local school boards a solid commitment for the funding to allow them to set their budgets. Without a commitment or even changing the commitment if revenues are below expectations, creates a negative impact in our schools and on our children. Failing our children, not meeting our commitments to education funding, is not being fiscally responsible.
