Congresswoman Lois Capps (CA-23) offered an amendment to the FY 2013 Transportation-Housing and Urban Development Appropriations bill to increase funding for the Housing Counseling Assistance Program, which provides local nonprofit organizations like People's Self Help Housing, SurePath Financial Solutions, and Cabrillo Economic Development Corporation with the resources necessary to provide support to distressed homeowners through post-purchase counseling, renter counseling, reverse mortgage counseling for senior homeowners, and counseling for homeless individuals and families seeking shelter. Capps' amendment would have increased funding for the U.S. Department of Housing and Urban Development's Housing Counseling Assistance Program by $10 million dollars, offsetting the cost through cuts to the HUD administrative account. Despite bipartisan support, the amendment was defeated by a vote of 184-218.
Homeowners on the Central Coast and across California are still struggling as we continue to recover from the housing crisis. Our local nonprofit housing counseling agencies like People's Self Help Housing do tremendous work in our communities each and every day to keep families in their homes. Every dollar allocated to these local organizations helps ensure that all homeowners in financial distress have a trusted, third party resource to turn to free of charge. Demand for these critical services has skyrocketed in recent years, and we must ensure these dedicated counselors have the resources they need to do their jobs," said Capps.

The Housing Counseling Assistance Program has had bipartisan support in Congress, and is supported by a wide range of non-profit organizations like Catholic Charities, National Council on Aging, National Council of La Raza, Rural Community Assistance Corp., and the National Urban League, as well as for-profit groups like the Mortgage Bankers Association.
