This year alone Matt was key in passing two important initiatives to help protect the tax payer.
SB 33: Zero-Based Budgeting Act
Zero-based budgeting implies that each year government agencies would be required to build their budgets from a starting point of $0. From this starting point, the agencies would need to justify the request for monies.
As of now, agencies begin with the previous year's budget and then justify any additional monies desired. By only justifying new requests for monies, the bulk of the budget remains untouched. Hence, the potential to uncover waste becomes exponentially difficult as this process continues through the years.
HB 861: Drug Testing for TANF Recipients
All people who request to receive TANF (Temporary Assistance for Needy Families) money, will be required to take a drug test. This is to ensure that taxpayer money is not supporting drug habits.
