The Labor Commissioner must be a partner to business to help them achieve what they naturally want, a family-centered work environment. Work environments that are balanced, flexible and supportive of those with family needs lead to greater production. With more and more women leading households and taking responsibility as the primary breadwinner, this is a critical component of any business's success.

*In late 2009 a study was released by the Center for American Progress. This study noted that the share of women who are the breadwinners in the family has been growing and the wife now brings home 42.2% of her household's income.
*In March 2010, The Executive Office of the President and the Council of Economic Advisors noted the following:
*Women comprise nearly one half of the labor force.
*The benefits of adopting flexible management practices can outweigh the costs by reducing absenteeism, lowering turnover, improving the health of workers and increasing productivity.
