Stivers Introduces the Energy Security and Transportation Jobs Act of 2011

On November 14, 2011, I introduced my jobs bill, which will help create thousands of construction jobs, without raising taxes, by expanding safe, offshore drilling for oil and natural gas. The revenue would fund critical infrastructure projects. All of this will happen while reducing the price of gas at the pump.

Specifically, my legislation will:

1. Create jobs: My bill would put thousands of people to work on our country's crumbling infrastructure by using new revenues created by offshore drilling in the Outer Continental Shelf (OCS) to fund new infrastructure projects. Today, nine percent of Americans are unemployed, and my bill is a win for job creation and for putting people back to work.

2. Increase American-made energy: The United States now imports 57 percent of the oil we consume. By allowing for safe drilling in the OCS, my plan would help us gain access to vast untapped resources in areas that would lead to new, increased American energy production.

3. Fund critical infrastructure projects: We have a $2.2 trillion backlog in maintenance and repair of our infrastructure, and the areas that would be opened up for drilling in the OCS would help us gain important new revenues through new offshore drilling leases. The revenues created by my plan would be directed towards key infrastructure projects right here in America.

My jobs bill is part of the energy and infrastructure jobs plan announced by House Speaker John Boehner (R-OH). The bill, expected to move through the House in the coming weeks, would link expanded American energy production with initiatives to repair and improve infrastructure, and would remove barriers to private-sector growth. We must find creative sources of funding so that our plans for job creation and infrastructure projects are paid for, do not raise taxes, and do not lead to deficit spending.

My legislation builds on the natural link between energy production, infrastructure, and jobs.
