U.S. Senator Rob Portman (R-Ohio) has co-sponsored two bills, the Protect Life Act (S.877) and the Respect for Rights of Conscience Act (S.1467), which ensure that taxpayer dollars are not used to fund abortion under the President's health care law and protect the right of conscience for doctors and health care professionals.
"Together, the Protect Life Act and the Respect for Rights of Conscience Act protect the sanctity of life and the right of conscience for doctors and other health care providers, and ensure that taxpayer dollars are not used for abortions," said Portman. "The sanctity of life is fundamental and I have a strong record of supporting pro-family legislation."
The Protect Life Act applies the longstanding government policy of prohibiting federal funding of abortion to the President's health care bill. Currently, the health care law allows taxpayer-funded abortions through insurance policies, the Pre-existing Condition Insurance Plans, Federally Qualified Health Centers, and health plans administered by the federal government. This bill would ensure that no taxpayer dollars are used to pay for abortions or to cover the cost of health care plans that provide coverage of abortion services, except in cases of rape, incest, or when the mother's life is in danger.
The Respect for Rights of Conscience Act would allow a health plan to decline coverage of specific items and services that go against the religious or moral beliefs of the person or organization offering or purchasing the plan. It would also protect health care providers by ensuring that no health plan can require a health care provider to deliver or participate in care that is contrary to the religious or moral beliefs of that provider.
Portman is also a co-sponsor of the No Taxpayer Funding for Abortion Act (S.906), which permanently prohibits federal funding of abortion. Portman has had a strong pro-life record throughout his years of public service. As a member of the House of Representatives, he consistently voted to protect the unborn and received a 100% voting record from National Right to Life. He was an original co-sponsor of the Partial Birth Abortion Ban Act and also supported the Child Custody Protection Act, the Born Alive Infants Protection Act, and the Abortion Non-Discrimination Act, and voted to prohibit the use of taxpayer dollars for abortions at hospitals on military bases.
