Thank you, Dennis [Muilenburg, President and CEO, Boeing Defense, Space & Security] for that introduction, and I'd like to thank the good people at Boeing for giving me a tour of your facility here.
It's always a pleasure to be in San Antonio, a city that's been such a big part of Texas's ongoing story of economic success.
This facility and the jobs here are a part of that story, along with Toyota, Medtronic, Rackspace and various other businesses, large and small, helping make Texas the best place for jobs over the past decade.
When people ask what's made the difference in South Texas, and in Texas as a whole, I can tell them it's because employers seeking to expand or relocate know exactly what they're getting here.
They know our taxes are low, and they're gonna stay that way.
They know the state's not going to spend every penny it can possibly pull out of the pockets of employers and employees alike, and that we're going to cut expenses before we ask for more money, as we demonstrated during this legislative session.
They know our regulations are consistent and reasonable.
They know our courts don't allow for oversueing, and thanks to a "loser pays" component to our legal system that I signed into law just weeks ago, that's more true now than it's ever been here in Texas.
They also know they can depend on a workforce here in Texas that can fill any need, no matter how high-tech it might be, because we have a large pool of educated, experienced workers and are blessed with the Texas brand of work ethic that's becoming well-known around the world.
That's why Texas added more than 730,000 private-sector jobs over the past decade during a time the national economy lost more than 2 million.
This bill we're signing here today, HB 3727, makes it easier for companies like Boeing to have cost certainty when it comes to their tax bill, which, in turn, makes it easier for them to commit to doing more business in this community and our state.
That business translates into more, and better, jobs for San Antonians.
I congratulate Dennis and everyone at Boeing for the good work you're doing here, and I look forward to many more years of having Boeing as a part of the Texas business community.
