Roe Introduces Security Legislation

Today, U.S. Congressman Phil Roe, M.D. (TN-01) introduced legislation that will enhance protective services at Congressional events, in response to the recent tragedy that occurred in Tucson, Arizona. Specifically, HR 454 establishes an account within the Capitol Police Budget that will reimburse local law enforcement agencies when members of Congress request security for an official Congressional event.

Roe made the following statement regarding security legislation:

The tragedy that occurred in Tucson, Arizona left the public and members of Congress concerned about their safety. No one should have to be afraid to exercise their First Amendment rights.

This legislation will leave security in the hands of the professionals who know our communities best: our local law enforcement. This bill focuses on that need and creates guidelines when local law enforcement is needed at a Congressional event.

By allowing security to be a reimbursable expense, I hope local law enforcement and the Capitol Police will work together to keep the public, Members and their staff safe and secure.

A recent poll commissioned by The Hill, showed 91% of voters believe it is important to have security at these events.

SUMMARY

Establishes an account within the Capitol Police Budget for reimbursement of local police agencies when they provide security for an official Congressional event.

Spending is capped at $10 million annually. If this were allotted evenly, Members would receive roughly $23,000 per year for security.

Suggested law enforcement presence at Congressional events is 1 officer per 25 attendees.
*

Congressional offices must officially request (by written document) police presence, and the use of law enforcement must be approved prior to the event.
