President Signs 'Laci and Conner's Law'

April 1, 2004, Washington, D.C. - Today, Rep. Scott Garrett (NJ-05) applauded President Bush signing into law H.R. 1997, the Unborn Victims of Violence Act or "Laci and Conner's Law." Garrett released the following statement regarding this historic victory for women and unborn children:

"When a pregnant woman is attacked, two crimes are committed - one against the woman, the other against the unborn child. Until now, federal law denied the humanity of the child by only recognizing the mother as a victim.

"Today, that injustice has been resolved. President Bush's signature on 'Laci and Conner's Law' will close a terrible loophole that has existed in federal law for far too long.

"I commend the President for signing this importance piece of legislation, and all who have worked so long and hard to bring justice to those who have inflicted such terrible pain upon women, children and families around the nation."
