Former Director of the Central Intelligence Agency (CIA) James Woolsey put it best in describing the end of the Cold War when he said, "We have slain a large dragon -- but we now live in a jungle filled with a bewildering variety of poisonous snakes. In many ways, the dragon was easier to keep track of." After September 11, 2001, the United States became engaged in a long-term battle against an enemy capable of widespread devastation to nearly every facet of daily American life. Our government and the private sector now spend countless man-hours and resources to thwart emerging and possible threats and attacks, and we must continue to do so.

Our enemy is highly mobile and capable of re-inventing itself and its modes of terror, whether it be through potential threats to our transportation infrastructure, contamination of our drinking water and food systems, or bacterial pathogens introduced into the population. We are certainly more prepared to address certain forms of terrorism than we were nine years ago, but the danger remains in other areas, and that is why democracy promotion throughout the world and our continued presence in Afghanistan are necessary features of our fight to rid the world of terrorism.

I strongly believe that General Petraeus will prove to be the positive guiding force that will lead us and the Afghani people toward victory in our fight on the Afghan front of the Global War on Terrorism. I greatly admire his leadership and resolve, and I will work hard to support him as he makes the tough decisions necessary to win this war. His leadership during President Bush's troop surge in Iraq brought victory, and I pray that his leadership during President Obama's troop surge in Afghanistan will bring the same.
