"Arizona and Mexico are both neighbors and friends. Our close and long-term
relationship is forged with common goals that bind family, business, culture, education and affection for the people of Mexico.
"Arizona applauds your bicentennial, an impressive milestone, and we celebrate such an important occasion with you. Your fight for democracy is known and honored throughout the world and we enthusiastically join in that special recognition.
"On behalf of the State of Arizona, I send warm and sincere congratulations to the people of Mexico on this special occasion."
