How do you think the state can avoid the proration that plagues our state year after year?

"Part of the problem stems from our budgeting process in Montgomery, specifically revenue projections. I support the adoption of budget projections based on the past ten or fifteen years of state revenue. Any good businessman moves forward with a plan, to just "hope" things get better is irresponsible. Budget projections would help stabilize our system and reduce the impact of up-swings and down-swings in state revenue collections and help to end seemingly endless cycles of proration that seem to plague our state every few years. Of course we can also reduce proration by being more responsible with our tax dollars and cutting wasteful spending."
