Issue Position

Most everyone realizes that some sort of regulation is necessary to govern business and industry. I believe the most effective way to implement positive change is via an incentive system whether we are talking about smoke stack emissions or water quality (including industrial, agricultural and civic). I do not believe that business and industry should be fined for violations that occur as a result of an Act of God.
