Governor Parkinson Delays Implementation to Protect Small Businesses

Statement

Date: July 15, 2010

The following is a statement from Governor Mark Parkinson's Communications Director Amy Jordan Wooden regarding the governor's directive to the Kansas Department of Revenue to delay implementation of its April 27, 2010 Policy Memorandum 2011-2 with regards to drink pricing:

"Attorney General Six contacted our office and expressed his concerns regarding the recent policy memorandum by the Alcoholic Beverage Control (ABC) regarding the pricing of drinks that contain alcohol. After consultation with the Attorney General, we have asked the ABC, within the Department of Revenue, to delay implementation of its April 27, 2010 Policy Memorandum 2011-2 with regards to drink pricing. The interpretation of the statute and regulations related to the pricing of drinks has the potential to significantly impact hundreds of small businesses and generate confusion for consumers.

"Accordingly, the governor is asking ABC and the Department of Revenue to continue to meet with key stakeholders to assess the impact of this policy memorandum and seek guidance and clarification on the statute from the 2011 Kansas Legislature."
