"Those of Puerto Rican heritage have fought valiantly in our military for generations and have protected the American way of life since 1917, but they have never been asked in a federally authorized process to exercise their own right to self-determination.

"The Puerto Rico Democracy Act does not mandate a result, nor does it implement any change in status. Instead, it begins a process of choice that has never taken place and reflects the cherished values of self-determination and self-reliance that are the essence of America.

"While I personally oppose statehood for Puerto Rico, I support the right of all Puerto Ricans to express their preference about their political status."
