FEMA recently changed its policy in accordance with language in Kilroy's SURE Act:
I applaud FEMA's decision to listen to me and my fellow members on the House Homeland Security Committee regarding this bipartisan issue.
While I am pleased that FEMA reversed course, there is nothing stopping it from overturning its decision in the future. Our nation's security depends on the permanence of this policy. The SURE Act will hold FEMA accountable for its policy and would ensure that state and local governments may use preparedness grants to maintain homeland security equipment. I remain steadfast with my legislation, and I look forward to working with my colleagues from both sides of the aisle to codify the SURE Act into law.
